Declines to act on suit by locals to overturn snowmobile ban instituted by Secretary of
Agriculture.

Supreme Court refuses to hear appeal on logging suit thus opening up BWCA for March

Fraser and Oberstar both reintroduce their bills (modified somewhat from their
1976 bills). Bills are referred to House Interior Committee and National Parks Sub
Committee.

Form "Boundary Waters Conservation Alliance" to promote multiple uses of BWCA.

Holds Hearings on BWCA issue in St. Paul and in Ely. Ely citizens park loaded logging
trucks near hearing room and hang Heinselman in effigy nearby.

Bergland states administration favors enlarging BWCA, banning logging and mining-and
limiting motors to five major lakes.
